ISLAMABAD: Federal Minister for Commerce Jam Kamal Khan chaired the 11th Board Meeting of the Trade Development Authority of Pakistan (TDAP) on Thursday, emphasizing the urgency of structural and operational reforms to enhance the institution’s effectiveness.
The meeting, attended by TDAP Chairman Zubair Motiwala and other board members, addressed a comprehensive 14-point agenda, focusing on governance, security, event management, and infrastructure development. The Minister highlighted the need to streamline TDAP’s operations, proposing a complete structural overhaul. Newly inducted board members, including senators, received a detailed briefing on TDAP’s organizational framework, functions, and mandate.
“Improving TDAP’s structure is our starting point to drive efficiency and impact,” said the Minister, setting the tone for the deliberations. Raising concerns over inadequate security measures at TEXPO, the Minister proposed creating a permanent Director General (DG) Security position within TDAP to oversee protocols for high-profile trade events involving ministers, ambassadors, and foreign dignitaries. “We can’t rely on ad-hoc arrangements or external advisors for events of this magnitude. A dedicated security professional is crucial,” he asserted. The board agreed to initiate the process with the Ministry of Commerce and Finance Division.
The Minister criticized the existing event management approach, pointing out logistical and promotional lapses at TEXPO. He directed the board to draft strict Terms of Reference (TORs) for service providers, ensuring professionalism and quality execution. “Service providers should promote Pakistan, not themselves,” he remarked, citing issues with cooling systems and inadequate VIP arrangements. To improve operational efficiency, he recommended establishing a permanent TDAP office at the Expo Center.
Highlighting the untapped potential of Pakistan’s mineral sector, the Minister called for dedicated exhibitions to promote investment in minerals, proposing their classification under the “industry” category for better visibility and funding. He also urged a strategic review of international exhibitions, emphasizing the need for clear cost-benefit analyses to optimize TDAP’s participation.
The meeting addressed the need for infrastructural upgrades at TDAP offices in Lahore and Quetta and approved plans for a new office in Islamabad. The Minister directed immediate action to resolve structural issues and create conducive working environments. To enhance governance, he suggested increasing the number of board subcommittees from the existing four and making practical modifications to office layouts, such as repositioning the boardroom entrance for improved accessibility.
The meeting concluded with directives to expedite the implementation of past recommendations and present tangible progress in the next session.
