CDA accused of defying court ban by seizing stray dogs in Islamabad’s G-10 sector

The Capital Development Authority (CDA) is facing allegations of defying an Islamabad High Court (IHC) stay order by capturing stray dogs in Islamabad’s G-10 sector, despite a judicial ban on such actions.

The IHC had earlier ruled that no stray dogs could be seized or killed until a structured framework for their humane management—covering vaccination, sterilization, and rehabilitation—was drafted and implemented. However, recent videos show CDA teams removing dogs from the streets, sparking outrage among animal welfare activists who accuse the authority of exploiting the ongoing court recess to operate with impunity.

When approached for comment, the CDA shared photos of healthy dogs at its facilities and invited the public to adopt them. Activists claim these images are misleading, citing prior evidence of poor conditions and alleged abuse inside CDA shelters. Multiple anonymous sources have told ProPakistani they have witnessed mistreatment, with additional video footage reportedly backing these claims.

Animal rights groups are now calling on the IHC Chief Justice and federal authorities to urgently intervene, enforce the stay order, and hold CDA officials accountable.
