Finance committee backs key tax amendments after detailed review

Islamabad: The National Assembly’s Standing Committee on Finance and Revenue has given its nod to a series of important tax amendments, paving the way for changes to existing laws aimed at expanding the tax net and regulating digital earnings.

The committee met Friday morning at Parliament House under the chairmanship of MNA Naveed Qamar. The session began with a recitation from the Holy Quran before moving to the day’s agenda, according to an official press note.

One of the main items was the proposed update to the Islamabad Capital Territory (Tax on Services) Ordinance, 2001. After thorough debate, the committee endorsed the changes, recommending that the National Assembly pass the bill.

Lawmakers also scrutinised the newly proposed Digital Presence Proceeds Tax Act, 2025, which aims to regulate and tax online earnings more effectively. The committee agreed to the bill in principle but suggested a few tweaks before putting it forward for approval.

Additionally, revisions to the Income Tax Ordinance, 2001 were tabled. After lengthy discussion, the committee approved the recommended changes and called for further refinements to clarify certain clauses.

The meeting drew a strong turnout, with members including Omer Ayub Khan, Zeb Jaffar, Usman Awaisi, Jawed Hanif Khan, Dr. Mirza Ikhtiar Baig, Dr. Nafisa Shah, Sharmila Sahiba Faruque Hashaam, Muhammad Mobeen Arif, Usama Ahmed Mela, Shahram Khan, Shahida Begum, Sami ul Hasan Gilani, Ali Zahid, along with the finance minister, minister of state, the finance secretary, and the chairman of the Federal Board of Revenue (FBR).

These changes are part of the government’s broader push to modernise tax collection and adapt to the realities of an increasingly digital economy.
