Network rankings 2025: Zong tops PTA list as best coverage provider in Pakistan
The Pakistan Telecommunication Authority (PTA) has released its Independent Quality of Service (QoS) Survey for Q1 2025 — and it’s official: Zong offers the best overall network coverage in the country.
The comprehensive survey evaluated all major Cellular Mobile Operators (CMOs) — Zong, Jazz, Ufone, and Telenor — across 15 cities, measuring 4G/LTE strength as well as 3G fallback performance under real-world conditions.
🥇 Zong: Clear Winner in Coverage
Zong led the rankings by achieving 100% compliance in all 15 cities for 4G coverage and in 4 fallback cities for 3G — a clean sweep of 19 out of 19 performance benchmarks. This makes Zong the #1 network in national coverage, praised for its signal reliability, broad accessibility, and readiness for future mobile broadband expansion.
🥈 Jazz: Strong, but Some Gaps
Jazz, the country’s largest mobile subscriber base, came in second, meeting 4G coverage standards in 13 out of 15 cities. However, it failed to meet benchmarks in 2 locations and had no compliance in 3G fallback, slightly reducing its performance in areas where network switching is critical.
🥉 Ufone: Good in 3G Fallback
Ufone shared third place, matching Jazz with 13 cities compliant for 4G, but performed better in 3G fallback — meeting standards in 10 cities. However, 3 non-compliance instances placed it just behind Jazz in total performance.
🟥 Telenor: Ranked Last
Telenor struggled significantly, with 4G compliance in only 8 cities and 3G compliance in 7 cities, leading to 7 total non-compliant areas — the worst among all four operators.
