Pakistan rolls out Rs. 9 billion electric bike subsidy scheme: Here’s who can apply

In a landmark move to promote clean energy transportation, the Economic Coordination Committee (ECC) has approved a Rs. 9 billion subsidy scheme for electric bikes and rickshaws, aimed at encouraging eco-friendly mobility while reducing fuel dependency.

The initiative—led by the Ministry of Industries and Production—will support around 116,000 electric bikes and over 3,000 electric rickshaws/loaders through subsidized financing across two rollout phases.

🚲 What’s Included in the Scheme?
The scheme is structured as follows:

Rs. 200,000 maximum financing for electric bikes

Rs. 880,000 for electric rickshaws or loaders

Government to pay full markup, making borrower interest zero

Borrowers contribute 20% equity, govt contributes up to:

Rs. 50,000 for a bike

Rs. 200,000 for a rickshaw/loader

Loan duration:

2 years for bikes

3 years for rickshaws

Financing includes Islamic options

Govt provides a 20% portfolio guarantee to banks

👥 Who Can Apply?
All Pakistani citizens, including residents of Gilgit Baltistan and AJK, can apply if they meet these age limits:

18–65 years for electric bikes

21–65 years for electric rickshaws/loaders

Each individual may apply for only one vehicle under the scheme.

📍 Provincial & Gender Quotas
The scheme includes population-based distribution with:

10% reserved for Balochistan

25% of electric bike quota reserved for women

10% for commercial riders (e.g., couriers)

For rickshaws:

Individuals get priority, fleet operators can receive up to 30% of the remaining quota

📲 How to Apply?
Applications will be collected via a fully digital portal

If demand exceeds the quota, selection will be via electronic balloting

An official advertisement will be issued before launch

🏭 Manufacturer & Product Shortlisting
Only EDB-approved manufacturers with sound technical and financial credentials can participate. The EDB will also vet specific models based on:

Quality

Performance

Safety

After-sales support

All selected vehicles will carry official branding under the scheme.

Third-party audits

Auditor General oversight

Quality assurance validation by third-party testers

Minor adjustments to quotas or numbers can be made by the Steering Committee during rollout.

This scheme aligns with Pakistan’s broader clean energy goals and will help make affordable EVs a reality for the masses.
