PTA to rule on fate of LDI operators over Rs. 80 billion unpaid dues

ISLAMABAD – The Pakistan Telecommunication Authority (PTA) is preparing to issue key decisions on the future of several Long Distance and International (LDI) operators, who collectively owe Rs. 80 billion in unpaid dues. The ruling is expected between July and August 2025.

The dues include Rs. 24 billion in principal payments and Rs. 56 billion in late payment surcharges. Despite multiple hearings held from April to May, no major breakthrough was achieved, and several companies continue operating without valid license renewals.

Current status of LDI operators:
5 out of 9 major companies agreed to pay Rs. 8.2 billion in installments.

4 companies refused repayment plans entirely.

4 of 13 LDI licenses were renewed in 2024.

7 licenses expired in 2024, while 2 more will expire in 2025 and 2026.

The operators also owe Access Promotion Contribution (APC) charges to the Universal Service Fund (USF), which have been pending for years. Some companies have obtained court stay orders, delaying enforcement.

The Ministry of IT attempted negotiations in May, but PTA says it was not provided with formal meeting minutes. Now, relying on court rulings and official correspondence, PTA is finalizing determinations on both dues recovery and future operational status of the defaulting companies.

The upcoming decision could significantly impact Pakistan’s telecom sector, particularly the handling of international call traffic.
