Punjab introduces one-window NOC system for setting up petrol pumps

In a move to boost ease of doing business, the Punjab government has launched a streamlined, one-window system for setting up petrol pumps—eliminating the long delays and complex approvals that previously frustrated investors.

Now, entrepreneurs can apply for a single, centralized NOC online, using the LDA NOC portal, instead of collecting separate permissions from various departments. Previously, approvals were needed from a lengthy list of authorities, including TEPA, LDA, Civil Defense, Traffic Police, Assistant Commissioner, Rescue 1122, Local Government, and the Environment Department.

Under the new system, once an application is submitted, the Deputy Commissioner must approve or reject it within 15 days. If rejected, the decision must include a valid explanation. This is a major shift from the six-month to one-year delays seen under the old process.

The number of required documents has also been cut down from sixteen to just six, making the entire process faster and more investor-friendly. However, the land requirements remain unchanged, with a minimum of two kanals and an 80-foot frontage still mandatory.

The reforms were crafted by the Industries Department and received formal approval during a Punjab cabinet meeting chaired by Chief Minister Maryam Nawaz.

This initiative is expected to encourage more investment in the fuel sector by reducing red tape and increasing transparency.
