In a major move to ease trade processes and boost transparency, the Federal Board of Revenue (FBR) has rolled out a new “Virtual Review Hearings” system, allowing importers to challenge faceless assessment orders without visiting customs offices physically.
The new framework, outlined in Customs General Order (CGO) No. 6 of 2025, enables all second-review hearings to be conducted online via the WeBOC system under Section 80(6) of the Customs Act, 1969.
This means if an importer disagrees with the faceless assessment conducted by the Assessment Officer, they or their authorized agent can now file a review and attend the hearing virtually, reducing the need for travel, delays, or face-to-face meetings.

Assistant/Deputy Collector (AC/DC) will first examine remarks filed by the trader.

If needed, a virtual hearing will be arranged; physical hearings only in exceptional cases like presenting product samples.

Offices of ACs/DCs will be equipped with computers, HD webcams, headsets, and fast internet to ensure smooth virtual operations.
The faceless assessment system, previously introduced to reduce human contact and eliminate corruption, is now being further enhanced through this digital review process.
This initiative is seen as a big win for importers and customs agents, making dispute resolution quicker, safer, and more transparent.
