RDA Demands Legal Action Against Blue World City, Faisal Town Phase 2 & Other Illegal Housing Schemes in Rawalpindi

The Rawalpindi Development Authority (RDA) has raised alarm over the illegal operations of several private housing societies in Rawalpindi, warning that these unapproved schemes are damaging urban infrastructure, harming the environment, and deceiving the public.

In a strongly worded letter, RDA Director General Kinza Murtaza wrote to the Punjab Housing and Town Planning Agency (PHATA), criticizing it for granting development and marketing permissions to multiple housing schemes without proper legal approval or adherence to the city’s Master Plan and Site Development Zone Plan.

“These activities are not only violating the law but are also threatening natural resources, water reserves, and the ecological balance,” the letter stated.

Immediate Legal Measures Recommended
RDA has urged the Additional Deputy Commissioner (Revenue), Rawalpindi to take strict legal action, including:

✅ Issuing challans, legal notices, and FIRs against illegal schemes
✅ Coordinating with the Cyber Crime Wing to block online marketing and sale of unapproved plots
✅ Imposing a complete ban on digital transfers of plots from these schemes

Among the housing societies explicitly named for action are Blue World City, Faisal Town Phase 2, and several other unapproved developments.

The letter also highlighted that some societies are withdrawing their applications from RDA to seek PHATA’s approval, creating legal loopholes that must be closed.

Public Complaints & Financial Risks
RDA noted a growing number of public complaints about unauthorized plot sales, false advertising, and ongoing development without approval, causing huge financial risks for unsuspecting buyers.

It stressed that all urban development must strictly comply with the Master Plan, and no authority, including PHATA, can grant exemptions in Rawalpindi Tehsil.

RDA concluded that urgent and coordinated action is necessary to stop illegal housing schemes that are hindering sustainable, planned, and balanced urban development.
